Special Transportation (Paratransit)

In 2000, 10 years after Congress approved the Americans with Disabilities Act (ADA), Alameda County voters renewed the county's commitment to improve mobility for all.
The reauthorized Measure B increased the percentage of net revenue for Special Transportation from 1.5% to 10.5%. For the first time, the Measure also included a special allocation for ADA-mandated service.
Measure B 2000 funds city programs and "gap" programs to close gaps in services for this population. City programs continue to be essential in the mobility of seniors and disabled populations, as they tailor services to local needs and serve seniors who may not meet ADA eligibility requirements.
Gap funding is used to administer the Emergency Wheelchair and Scooter Breakdown Service and to issue competitive grants to improve accessible transportation options in Alameda County.
Alameda County's Paratransit Advisory and Planning Committee (PAPCO) reviews and makes recommendations to the ACTIA Board on all expenditures.
