Staff

Dedicated to serving Alameda County, ACTIA employs eight full-time administrative and engineering employees, one part-time utility consultant, a program management consultant, a bicycle and pedestrian coordinator consultant, and a paratransit coordinator consultant.

Staff manages consultant contracts, fiscal affairs, and serves as liaisons to project sponsors, Alameda County, and the 14 cities within the County. By law, administrative staff costs are capped at 1% of net Measure B revenues. Total administrative costs are limited to 4.5% of net revenues.

Arthur L. Dao

Arthur L. Dao was appointed as the first Executive Director of the Alameda County Transportation Commission on August 9, 2010, and began service on September 1, 2010.  He is leading the integration of both the Alameda County Transportation Improvement Authority (ACTIA) and the Alameda County Congestion Management Agency (ACCMA), which began the first formal merger stages in June 2010.

The Alameda CTC assumes all functions of ACTIA and ACCMA, and Art will work with the 22-member Commission to integrate the agencies for planning, funding and continued delivery of a broad range of transportation projects and programs to throughout Alameda County. He was formerly the Deputy Director at the Alameda County Transportation Improvement Authority from 2001 to 2010. In that capacity, he was responsible for the delivery of the Measure B-funded Capital Program, and is credited with developing and overseeing the early delivery of nearly all Measure B capital infrastructure projects. He brings over 24 years of transportation engineering and management experience to the Commission. He holds a bachelor's degree of science in civil engineering from the University of California at Davis, and he is a registered engineer.

Arthur Dao

Tess Lengyel

Tess Lengyel is the Programs and Public Affairs Manager for the Alameda County Transportation Authority. She is responsible for developing and overseeing the 2000 Measure B programs, including local streets and roads, bicycle/pedestrian, paratransit, mass transit and transit center development. She is also responsible for managing the Authority's public relations, legislative programs and community advisory committees.

Prior to joining ACTA, Tess served as a project planner and community education and outreach specialist for a private, international engineering company. Tess holds a B.A. in Planning and Policy /Environmental Studies. She belongs to the local chapter of Women's Transportation Seminar.

Lei Lam

Lei Lam is ACTA/ACTIA's senior accountant, handling various accounting and financial analysis functions for the authorities. She joined the ACTA staff in 1996. Prior to coming to ACTA, Lei worked as a senior accountant for a private engineering company. She also worked at the California State University - Hayward Foundation. Lei holds a Bachelor of Science degree in accounting from Memphis State University.

Arun Goel

Arun Goel, ACTA and ACTIA's Associate Transportation Engineer, graduated from San Jose State University with a bachelors and a Masters degree in Civil Engineering. Arun has worked on many infrastructure projects around the nation and locally, in the capacity of a consultant providing assistance in Project Controls and monitoring project schedules for on-time delivery and within budget.

Arun also comes with experience as a project/design engineer, having designed flood control capital projects within Alameda County. Arun says "the key to a successful project is the incorporation of comments early in the planning phase, the coordination with all the affected party's, and delivering a project ahead of schedule and under budget." Arun joined ACTIA's team in June 2007.

Linda Adams

Linda Adams is the executive assistant for ACTA and ACTIA. She has been with the authority since 1990. Linda is also the staff liaison for ACTIA's Citizens Advisory Committee and ACTIA's Citizens Watchdog Committee. She is also responsible for monitoring all appointments made to either committee.

Paratransit Coordination Team

Naomi Armenta is ACTIA's Paratransit Coordinator, responsible for the development and ongoing coordination of various programs funded by ACTIA providing special transportation services to seniors and people with disabilities. Naomi has a Bachelor's Degree from UC Berkeley and has been a paratransit consumer-dabbler for over 20 years.

Wheeler Planning & Team (Bicycle and Pedestrian Coordination Services)

Wheeler Planning provides ACTIA's Bicycle and Pedestrian Coordination Services, with a team of other consultants. Together, the team brings decades of experience and expertise in their delivery of bicycle and pedestrian planning, program implementation, and mapping services to the agency. Rochelle Wheeler, the owner of Wheeler Planning, serves as ACTIA's Countywide Bicycle and Pedestrian Program Coordinator, a role she has filled since January 2003.

The Bay Area Program Management Group is a private consultant group that contracts with ACTA and ACTIA to provide a wide variety of specific services directly related to planning, monitoring and delivering the multiple projects and programs outlined in Measure B.

Acumen Building Enterprise, Inc. (Program Management Services)

Since 1999, the professional consulting firm Acumen Building Enterprise has provided administrative support to ACTA/ACTIA. Currently, Acumen staffs the Alameda CTC Program Management Team, which provides numerous services to assist Alameda CTC in implementing programs funded by Measure B: Pass-through fund program and grant program support; policies and procedures development; meetings and events support; content development for publications, reports and the website; and administrative support. Subconsultants Finger Design Associates and Publications Design provide art direction and graphic design, and Lohnes+Wright provides mapping services.

L. Luster & Associates (LLA) is an Oakland-based small, local, minority/woman-owned firm that provides the Alameda CTC with expertise in contract equity, business outreach, certification, contract compliance and technical assistance for small businesses.  LLA leads the Local Business Contract Equity (LBCE) team that includes Merriwether & Williams Insurance Services and Rubain & Associates.
